The FDA states that you must disclose all levels of packaging. The proper way to list the example above is to state that there is X amount of product in 1 spray and then 1 spray in 1 carton. In the Product Data Elements section, under packaging, we allow for four levels of packaging. You can add a new section by clicking the check box next to the packaging level.
